That the proposed changes are implemented.

In support of the Mackenzie District Council proposed changes, I understand the importance of these changes especially in relation to Airport Zones, in particular Pukaki Airfield, where the signage is becoming inappropriate.

The proposed changes also gives a good guidance for all in the district to follow, therefore common signage designs will be found throughout the areas affected in the Mackenzie District.

Retain Rule 2.d in the same or similar form; or words of similar effect to achieve resolution of the concern/issue identified in the submission; and any other consequential amendments to Plan Change 10 (Signage) to achieve resolution of the concern/issue identified in this submission.

Meridian supports the intent of Rule 2.d.  Rule 2.d enables the establishment of signs in connection with hydro-electric power generation activities provided the size of the signs do not exceed 1m and should be retained in Proposed Plan Change 10 (Signage).  The rule is appropriate as any environmental effects from signs meeting the specified standard will be no more than minor.  The rule also provides administrative certainty and provides a degree of operational flexibility for utility operators.

Meridian supports the intent of Rule 3.  Rule 3 enables the establishment of temporary signs associated with recreational or community events as a permitted activity provided that the signs are not erected for a period of more than 90 days and do not have a maximum area larger than 5.8m.  This rule is considered appropriate as it allows sufficient flexibility for event organizers, without inducing adverse environmental effects.

Adopt Plan Change 10

Support the Plan Change in its entirety, in particular:

General Requirements for All Signs and Aerial Distractions Support the inclusion of support structures in Rule 1.g and Rule 1.c (iv) removing the words that may interfere with a road users vision.

Signs in Business Zones (Community Information Signboards) Support the inclusion of Rule 5.h (iii) of a 10m road setback and 5.i for signs to be located as close as reasonably practical to the entrance of the premises to which they relate.

Signs in the Airport Zone Particularly Transit support provisions that control the direction of signs towards the State Highway and locating signs close to the State Highway (Rule 9.b (iv), Rule 9.e).  Generally the rules for this zone are supported.

It is considered that the proposed changes are consistent with Objective 1 and Policy 1A (Traffic Safety) in Section 11 of the District Plan regarding signage.
