Solid Waste Management: Philosophy and Policies

 

The Mackenzie System is based on the following principles:

  • Separation of waste at source. If waste is separated as it is produced, its subsequent handling and recovery becomes much cheaper and easier.

  • Most materials within the waste stream have value and should be recovered or re-used.

  • Waste should be handled in a hygienic manner so as not to compromise public health.

  • Waste management should enhance and not detract from the quality of the environment.

  • The community must always be offered excellent service, delivered in a friendly way. The system must be responsive to their needs.

  • The service must be affordable and provide incentives to encourage the positive participation of the community.

  • Funding for the system should be biased towards the waster pays

  • The service should be run in a business-like manner.

  • The system should be flexible so as to evolve with changing technology.

  • The system should offer users maximum freedom of choice so as to accommodate their needs.
