Solid Waste Management: Philosophy and Policies

The Mackenzie System is based on the following principles:

Separation of waste at source. If waste is separated as it is produced, its subsequent handling and recovery becomes much cheaper and easier.
Most materials within the waste stream have value and should be recovered or re-used.
Waste should be handled in a hygienic manner so as not to compromise public health.
Waste management should enhance and not detract from the quality of the environment.
The community must always be offered excellent service, delivered in a friendly way. The system must be responsive to their needs.
The service must be affordable and provide incentives to encourage the positive participation of the community.
Funding for the system should be biased towards the waster pays
The service should be run in a business-like manner.
The system should be flexible so as to evolve with changing technology.
The system should offer users maximum freedom of choice so as to accommodate their needs.
