Heritage Items Monitoring

Background

Local authorities have the statutory responsibility to recognise and provide for the protection of historic heritage from inappropriate subdivision, use and development under Section 6 (f) of the Resource Management Act 1991. Responsibilities for managing adverse effects on heritage arise as part of policy and plan preparation, and the resource consent processes.

Local authorities are also heritage protection authorities in relation to any heritage orders they administer. Local authorities have a duty to gather information and monitor the state of the environment in the district (Section 35 of the RMA).

Monitoring Strategy

The following information has been compiled to monitor the state of heritage items in the Mackenzie District:

  • Number, distribution and classification of heritage buildings, sites and objects
  • Number and distribution of heritage orders
  • Number and distribution of heritage covenants
  • Use of the heritage protection fund
  • Number, distribution and type of resource and building consents issued for heritage items or in proximity to heritage items
  • A qualitative assessment of the state of heritage items

Field Assessments

The Heritage Assessment undertaken in 2005 monitored the current state of 16% of the District's Heritage Items. It is anticipated that individual monitoring will be undertaken on the remaining items over the next few years.
