Request for the full property and rates database
Request:
I'm a researcher with Common Ground Aotearoa. We do research into rating systems around the country. I'm writing to request data under the Local Government Official Information and Meetings Act. Specifically the full property and rates database.
In particular I would like as many of the following variable for the 2025/26 rating year as you can give me:
- Property Address
- Unique Property ID
- Capital Value
- Land Value
- Land Area
- Rating category (e.g. residential, commercial, rural)
- Total rates paid to MDC
- MDC rates paid by each individual rate ( e.g. general rate, fixed charge, water levy)
- Total rates paid to Environment Canterbury.
- Environment Canterbury rates paid by each individual rate.

The components of each properties rates are not readily available to separately report on. This would take considerable time to split for each property. If required we can supply a quote to undertake this work for individual properties which would be charged in accordance with the ombudsman’s guidelines at $38 per half hour.
The Council holds one rating database for district properties storing both district and regional rates in that database.
In the format provided, regional council rates cannot be reported on separately for each property. However, we are able to provide a breakdown for each rate type collected and have attached a separate report with this information.
