I am writing on behalf of the Lake Alexandrina South End Hut Holders Society Committee.
Several South End Settlement huts have recently been sold and we understand other hut holders may be considering rebuilds or renovations. The South End Committee wants to be in a position to provide appropriate advice and reassurance to members regarding any build activity.
Schedule 3: ‘Management Guidelines’ of individual South End Settlement leases outlines Lessee obligations (attached below). The Management Guidelines are fundamental to preserving the unique character and amenity values of the Settlement. These include preserving ease of access and views for hut holders, campers and members of the public visiting the Reserve.
Please confirm that the South End Management Guidelines and other Lessee obligations are considered with respect to all consent applications. Please also advise whether the consent of neighbours is required in all instances.

Planning: The South End Management Guidelines and other Lessee obligations are not matters that Planning are required to assess under the Resource Management Act 1991 (RMA) when assessing applications for resource consent.
With regard to affected persons, as part of the processing of a resource consent application, the processing planner is required to make an assessment under Section 95 of the RMA which determines whether any parties are considered to be affected by the proposal. If parties are considered affected then their written approval would be required to be obtained. Although in the most recent resource consent applications involving the Lake Alexandrina huts, written approvals have been obtained from adjoining landowners, this may not always be the case, as there may be instances that the adjoining landowners are not considered affected.
Building: During a consent review, item 6 in the attached Management Guidelines, the Building Control Authority would be considering and asking for evidence about foul water discharge to an approved outfall.
