Proposed Plan Change 20 - Strategic Direction Chapters

Pursuant to Clause 5 of the First Schedule of the Resource Management Act 1991, the Mackenzie District Council (the Council) gives public notice of proposed Plan Change 20 to the Mackenzie District Plan.

Proposed Plan Change 20 is part of Stage 1 of the review of the Mackenzie District Plan and proposes to delete the following sections of the Mackenzie District Plan:

  • Section 1 – Introduction
  • Section 2 – Policy and Legal
  • Section 3 – Definitions (in part)
  • Section 4 – Takata Whenua

The Plan Change has been drafted in accordance with the National Planning Standards and proposes to add the following changes to the Mackenzie District Plan:

Part 1 – Introduction and General Provisions

  • Introduction
  • How the Plan Works
  • Interpretation (in part)
  • National Direction Instruments
  • Mana Whenua

Part 2 – District-wide Matters

  • Strategic Direction

These are the only changes within the scope of Plan Change 20, and changes to other provision of the Mackenzie District Plan are not within the scope of Plan Change 20.

Paper copies of the Plan Change are also available for viewing at the Council Offices in Fairlie, 53 Main Street, and Twizel, Market Place.

Submissions

Any person may make a submission on proposed Plan Change 20. Where a person can gain advantage in trade competition through a submission, then the person may only do so if the person is directly affected by an effect of the Plan Change that adversely affects the environment; and does not relate to trade competition or the effects of trade competition.

A submission may be made via email, post, or online form.

Submissions must be in the format prescribed by Form 5 and must state whether or not you wish to be heard on your submission.

Submissions can be made online here.

The closing date for lodging a submission is 5.00pm Friday 9 September 2022.

Once the closing date for submissions has passed, Council will publicly notify all submissions received, prepare a summary of submissions, and will allow a period for further submissions in support of, or in opposition to, those submissions already made.

A Council hearing for Plan Change 20 will then be arranged to consider all submissions. Anyone who has made a submission and indicated that they wish to be heard will have the right to attend the hearing and present their submission.

Any person who has made a submission has the right to appeal against the decision on the Plan Change to the Environment Court if in relation to a provision or matter that is the subject of the appeal, the person referred to the provision or matter in the person’s submission on the proposal.
