Corridor Access Request (CAR)
There are two types of Corridor Access Requests - Excavation and Non-Excavation.
An Excavation CAR permit is required for the following activities:
- Digging, drilling, resurfacing, or doing any other activity that will alter, or cause to be altered, the surface of the road corridor.
- The placement of any material or structure below, on, or above the road corridor (such as pipes)
- Installing a new stormwater drain that leads into the road corridor
- A new vehicle crossing
- A modification to a currently existing vehicle crossing
The following activities are an example of when a Non-Excavation CAR permit is required for
- Operating or parking machinery such as cranes, cherry pickers, and Concrete trucks
- Erecting temporary scaffolding - mobile or fixed
- Erecting temporary fencing
- Events
- Applying for a full or partial road or footpath closure to carry out work on or above the road
As part of the CAR application, customers are required to manage the risks associated with the activity they are undertaking as per the Health and Safety at Work Act 2015. This often will involve a Traffic Management Plan (TMP). This is for any activities that vary the normal operating condition of any part of the road corridor, such as, if the proposed work will prevent normal pedestrian access on the footpath, or normal use of a vehicle driving or parking lane. This is done to protect your work site, contractors, and the public during the work period.
What is the Road Corridor?
The road corridor is the area of land between private property boundaries and includes footpaths and berms as well as the carriageway. The road corridor is managed by a Road Controlling Authority (RCA) eg. Council for local roads or NZTA for State Highways.

For work within the road boundary:
- For work involving excavation, you must locate underground services – go to BeforeUdig. You must locate all underground cables, wires and pipes, and inform all affected Utility Operators of your intention to undertake works at that location, seeking approval where necessary.
- Apply for a CAR (corridor access request) permit – apply at app.submitica.com
- Lodge an enquiry (called a corridor access request or CAR) including all information requested including a site-specific traffic management plan (see the traffic management section of this web page for more information).
- Once your CAR has been approved work can start on the approved start date.
