Request for information relating to Aviation strategy and district plan.
[The requestor] asked for information regarding the Aviation Strategy referenced in the District Plan, including any references made in previous District Plans.
[The requestor] expressed a preference for a hard copy if available and is particularly interested in any sections or materials that mention or relate to the Aviation Strategy.
This information is required as [the requestor] is considering whether to prepare another submission for the Environment Court.

Versions of the District Plan
There are many versions of previous District Plans over a number of years. This includes versions relating to the development of Environment Court decisions and appeals, for Plan Change 13 and Plan Change 18. The recent review of the District Plan was a rolling review over several years and therefore resulted in multiple versions.
Due to the scale of information requested and for efficiency of supply to assist you with your consideration please find below links to both the current and previous versions of the District Plan via publicly available sources.
Special Purpose Zones including the Airport Zones
We understand you may be particularly interested in the previous Plan provisions for the Special Purpose Zones including the Airport Zones, prior to the changes arising from Stage 4 of the District Plan Review– i.e. Plan Changes 28-30. Please find attached a PDF version of Chapter 9 - Special Purpose Zones PDF, 1532.1 KB prior to the Stage 4 changes.
Current District Plan
The current District Plan is an electronic Plan (ePlan). This can be found on Council’s website, by following the instructions below.

From the landing page of the ePlan you can navigate into the content of the ePlan, including previous revisions of the ePlan. Below are instructions on how to do this.
On the Council website home page, hover your mouse over ‘Council’ and select ‘Plans, Reports and Strategies’.

- Click ‘OK’ once you’ve read the terms and conditions.
- Click on the ‘hamburger’ menu symbol:
- On the pop-up box, click on ‘Read the District Plan’
- Click on ‘Change’.
This gives you a pop-up box that lists the past versions of the ePlan. These versions are dated and named to indicate at which stage of the District Plan review the version was introduced.
You can click on any of these versions and the ePlan will be as it was on that date, e.g. 16 October 2024.
If you wish to navigate to other versions, you simply click ‘change’ again to navigate to the next version you wish to read.
Please note that there is a ‘search for a keyword’ search function, however, this is quite particular about how a word or words are entered. As such, it may be best not to rely on this function.
To navigate through the chapters, use the menu on the left-hand side, which expands or contracts the contents down, with a single click:

We are unable to conduct a definitive search of previous Plan versions, but our staff believe there were no references in the Plan to Appendix L.
Hard Copy
We have considered your preference for a hard copy, and the process and cost (putting aside the issue of multiple versions).
For example, the District Plan prior to the notification of Stage 4 (which impacted the Airport Special Purpose Zone) was split across the ‘old’ PDF chapters and the ‘new’ Eplan. This makes printing and pricing for providing a hard copy of the District Plan complex.
We have calculated that there are approximately:
- 756 pages, which would be at a cost of $0.20 per page.
- The above page count and printing costs does not include the District Plan PDF maps and legend. If these are required there would be additional costs for these maps.
To provide the hard copy would require a substantial amount of printing and then assembly of the District Plan from two different sources. Several days of dedicated staff time would be required to produce a hard copy at $38 per half hour of staff time.
This is an estimate for cost of printing a version, if this is required please advise which version and we can then issue a quote for this work.
