Introduction
The Mackenzie District Plan assists the Council in carrying out its functions under the Resource Management Act 1991 so that it may achieve the purpose of the Act which is to "promote the sustainable management of natural and physical resources." The Plan was developed in consultation with local communities and interest groups.
Council is nearing the end of a review of the District Plan through a series of Plan Changes. All Plan Changes are in the EPlan. Any provisions or maps under appeal are marked as such.
- Stages 1 and 2, being plan changes 20 - 22 are Operative
- Stage 3, being plan changes 23 - 27 are Deemed Operative
- Designations are Operative
- Stage 4, being plan changes 28 – 30 (and associated variations) – decisions have been issued so all provisions have legal effect; all provisions that have not been appealed are treated as Operative.

Plan Change 13 Public Notice – Formally Approved by Council
Current Status: Plan change operative as of 1st of July 2008
The primary purpose of the Plan Change and of the Variation is to control and manage growth and development at Twizel primarily through rezoning of specific areas of land in and adjacent to the Twizel township and by changes to objectives, policies, rules, methods and maps in the District Plan. The rezonings, and Variation 1, do not affect Rural zonings at large but relate to Twizel only. It further includes district wide changes relating to small diameter pressure sewage systems, storage and re-use of stormwater, and extending the outdoor lighting restriction area.
Decision released
As its meeting on 27 September 2011, the Planning Committee of the Mackenzie District Council resolved to approve Plan Change 15 to the Mackenzie District Plan following the completion of the statutory processes. Plan Change 15 will become operative on Monday 17th October 2011.
